To do so, visit your nearest PennDOT location and bring:
Be prepared to undergo a vision screening and take a written knowledge test. You can study the state’s driver handbook to prepare for the exam; the online version even includes study questions.
If you pass, you’ll receive your permit; if you fail, you can retest in one business day.
If you pass, you’ll have your picture taken and receive your drivers license; if you fail, you must wait seven days for your next appointment. Your permit fee covers three test attempts.
Applying for a PA Learners Permit
Once you turn 16, you can apply for your learners permit – or, initial permit, as the state sometimes calls it.To do so, visit your nearest PennDOT location and bring:

- A completed Form DL-180TD, the Parent or Guardian Consent Form.
- A completed Form DL-180C, the Parent or Guardian Certification Form. As a form of driver training, the state requires drivers to log 50 hours of behind-the-wheel practice with a licensed adult, and this form certifies you completed those hours.
- One proof of identity. You can find a list off acceptable proofs included with the Learner’s Permit Application.
- Your Social Security card.
- The appropriate fee in check or money order form. For an initial permit and four-year Class C driver license, the fee is $33.
