New Driver Checklist
In addition to a check or money order to cover your fee ($5 for a learner’s permit and $28 for a drivers license, unless you’re 65 or older in which you’ll pay $17.50), make sure you have the following in hand when you visit your local PennDOT location:

  • A completed Form DL-180, the Non-Commercial Learner’s Permit Application. You can save some time by downloading this from PennDOT Web site. It’s also located in the Pennsylvania Driver’s Handbook.
  • A completed Form DL-180TD, the Parent or Guardian Consent Form (only required if you’re younger than 18).
  • A completed Form DL-180C, the Parent or Guardian Certification Form (only required if you’re younger than 18). The state doesn’t require drivers education, but it does require drivers younger than 18 to complete 50 hours of behind-the-wheel driving practice. This is the form that certifies you met that requirement.
  • One proof of identity. You can find a list off acceptable proofs included with the Learner’s Permit Application.
  • Two proofs of residency (only required if you’re older than 18).
  • Your Social Security card.

Make a Driver License Test Appointment

You don’t have to make an appointment for your written test, but you do have to make an appointment to take your driving test – the final showdown before you get your full PA drivers license. You can make the appointment online at the PennDOT Web site or by calling (800) 423-5542.

Still, you might be able to save yourself some time when you apply for your learner’s permit by calling ahead to ask about the least busy days and hours to show up for the written test.
