Yes. To renew license by mail, complete the form sent to you by PennDOT or download Form DL-143 from the PennDOT web site. Mail this form to:Bureau of Driver Licensing

Make sure to include your payment of $28 for a four-year license renewal with a check or money order. If you are 65 or older, PennDOT allows you to renew for a period of two years at a reduced fee of $17.50.
About a week after receipt of your paperwork, PennDOT will mail you a camera card in the mail. Take this card, along with your Social Security card and one other form of identification, to any PennDOT photo office to finish the renewal process.
Don't Risk an Expired License
Because PennDOT makes it easy to renew your drivers license by reminding you with a written notice three months before expiration, don't be negligent. If you are caught driving on an expired license, you could face a traffic ticket and associated fines.
