  • You must rebuild the car, keeping a bill of sale or titles from all the cars used.
  • The car must get a safety inspection.
  • The car must pass an emissions test.

Purchase a Vehicle History Report

If you are interested in buying used cars, invest in a vehicle history report, or VHR. This is a record that shows the entire vehicle history, including all the accidents and salvage titles the car has ever been involved with.
