Title Transfer After You Buy Car

The first thing you need to do is obtain an Application for Vehicle Transaction(s) (VSD 190). This, unfortunately, cannot be downloaded. You must either visit a Secretary of State (SOS) office, or call (800) 252-8980. Before submitting, check and re-check the following:

  • That the information on the title matches the information on the application. 
  • That the seller signed-off on the car title.
  • That the odometer reading on the back of the title is properly certified.
  • That the date of sale is posted on the title.
  • That the VIN on the title matches the VIN on the car.
  • Whether or not you owe sales tax. If you bought the vehicle from a private party you will need to pay. If the selling price is less $15,000 your sales tax will be based on your vehicle's model year. If it's $15,000 or more it will be based on price. 
  • That you included your Temporary Registration Permit (TRP) number (if applicable). 

Submitting Titles for Used Cars

Once you have the Application for Vehicle Transaction(s) completed, submit it along with:

  • Tax Form RUT-50, or RUT-25 if your vehicle was purchased out-of-state (found at most SOS offices). 
  • A check or money order for sales tax (payable to "Illinois Department of Revenue").
  • A check or money order for $95 title fee (payable to "Secretary of State").

No bill of sale is required during titling.
