No Smog and Emissions Testing for Transferring Titles
An emissions certificate is not required for a title transfer. Even if such a law existed, it would be difficult to enforce because only a few counties in Illinois - in and around Chicago and East St. Louis - require an inspection for emissions.After the car title is transferred, it becomes the responsibility of the new owner, and only car owners in the following counties must pass a smog check: Cook, DuPage, Lake and parts of Kane, Kendall, McHenry, Madison, Monroe, Will, and St. Clair. If you ignore emissions requirements, Illinois authorities will prevent you from renewing your vehicle registration.
Transferring a Car Title
When it comes to transferring your title, you only need to properly sign-over the title and record the vehicle's odometer reading. That's it. Nothing more. You don't even have to provide a bill of sale (though it's recommended). Just make sure your remove your IL license plates.
