PA Smog and Emissions Requirements to Transfer a Car Title

The Pennsylvania Department of Transportation (PennDOT) requires that all vehicles that are bought in the state receive an inspection within 10 days of the car title transfer. If the car already has a current emissions testing or smog check inspection sticker on the front windshield, the vehicle is not required to submit to a second vehicle inspection.

Buyers (not sellers) of used cars are responsible for scheduling the car for inspection. These smog and emissions tests must be completed prior to completing the vehicle registration process.

The exception applies if you purchase a new auto in Pennsylvania. Most new auto dealers in PA have each vehicle inspected prior to the title transfer.
