The Pennsylvania Department of Transportation (PennDOT) requires you to work through a licensed agent to transfer your auto title. This applies whether you transfer a car title to a family member or to a non-relative.

Working Through Motor Vehicle Agents in Pennsylvania

Bring identification (i.e. PA drivers license, military photo ID) with you to the licensed motor vehicle agent’s office.

Acceptable motor vehicle titles agents are:

  • Licensed notary public.
  • Authorized auto tag service.
  • Car or motor vehicle dealer (must be an authorized PennDOT agent).

Seller and Buyer Title Transfer Responsibilities in Pennsylvania

Visit the licensed agent’s office with the buyer of the motor vehicle. The seller of the auto must:

  1. Print his first and last names in Section A (on the back of the title).
  2. Fill in the odometer reading.
  3. Remove the license plate and return to the Pennsylvania (PA) Bureau of Motor Vehicles or transfer the tags to another car (never give the license plates to the buyer).
  4. Sign the title (beneath their printed name in Section A).
The buyer of the auto will:

  1. Print his name and street mailing address in Section A (on the back of the title).
  2. Write in the lienholder name and street mailing address in Section D at the back of the title (if the auto is financed).
  3. Sign the title.
Pay the $22.50 title transfer fee. If the motor vehicle is financed, as the buyer of the auto, you must also pay the $5 recording of lien fee.

Required Auto Inspections and Insurance Coverage for Title Transfers

You have 10 days after the motor vehicle purchase date to have the auto inspected. Many gasoline stations are authorized state inspection centers in PA. Check the yellow pages for a list of authorized auto inspection centers near you.

Make sure that you get adequate auto insurance coverage on the vehicle. You are not permitted to operate motor vehicles on PA roadways without liability insurance coverage.
