Pennsylvania Teens and Motorcycle Permits

Teens younger than 18 undergo the same procedure as adults to get the permit, with one additional requirement (see below). Before we get into that, though, note that you’ll have to visit a PennDOT driver license center and:

  1. Fill out a Motorcycle Learner’s Permit Application.
  2. Take a vision test
  3. Pass a knowledge test. Remember to take a multiple-choice practice test to prepare before you go in for the written test. These are available for purchase from drivers ed courses online, or you can check on the PennDOT website or in the motorcycle manual.
  4. Pay $10.
Once you pass the tests, you will be issued a motorcycle permit that’s valid for one year.

The Additional Requirement


Here’s the other requirement: Those younger than 18 must practice for a minimum of six months and finish 50 hours of behind-the-wheel practice for each type of license. That means if you are getting a regular drivers license AND a motorcycle license, you must practice for 50 hours with both a car and a motorcycle before attempting the motorcycle test for driving skills.

Driver Training


Motorcycle riding is a lot more dangerous than riding in a car. There’s nothing between you and the pavement (or a two-ton vehicle) except some thin clothing and a helmet. Therefore, it’s important to take some sort of motorcycle safety course to learn how to execute quick stops, how to ride at night, and how to make yourself visible to car drivers, among other subjects.

Pennsylvania offers a state-approved safety course through various schools called the Pennsylvania Motorcycle Safety Program (PAMSP). These schools teach two courses:

  • The Beginner Riders Course: For new motorcycle riders; motorcycles are provided.
  • The Experienced Riders Course: This is a one-day course for those with some experience; you’ll need your own motorcycle for this.

Getting a Regular Motorcycle License

Once you have completed your training, you may then either test for your regular motorcycle license at a PA driver license office, or through the Motorcycle Safety Program, if you are enrolled.

The fee for a four-year license is $43.
