PA Registration Requirements for Motorcycles and Other Bikes

Two- and three-wheeled motorbikes that have a brake horsepower rating higher than 1.5 must undergo motorcycle registration with the Pennsylvania Department of Transportation (PennDOT).  Some motorcycle manufacturers list the horsepower rating on the engine vehicle identification number (VIN).
 
PennDOT also categorizes motorcycles as vehicles that have handlebars and a seat for the driver (and perhaps one passenger) and wheels that touch the ground during operation. These vehicles must be registered to keep the motorcycle riding legal.

The following are guidelines and points to remember on the types of bikes that are required to be registered as motorcycles in PA before owners engage in motorcycle riding.

Motorcycles


  • Vehicles with a brake horsepower rating that can reach beyond five.
  • You are required to secure the motorcycle license that PennDOT issues you to the motorcycle’s mounting plate.

Other Bikes


  • Motor-driven cycles must be registered as a motorcycle with the PennDOT vehicle registration office.
  • Motorbikes (including motor scooters) with a brake horsepower rating of more than 1.5 but less than five.
  • Three wheelers that have an overhead cab fall under this category.
  • You are required to secure the motorcycle license plate that PennDOT issues you to the bike’s mounting plate.

Registering Mopeds and Scooters

Moped and scooter owners do not have to complete the vehicle registration process with PennDOT if the brake horsepower on their mopeds and scooters does not exceed 1.5 and the engines on their bikes are smaller than 50 cubic centimeters.

Whether the moped or scooter operates with an automatic transmission or with a battery, the bikes are not to exceed 25 mph.

Instead of receiving a motorcycle license plate, PennDOT issues moped owners a moped license plate. Scooters are not required to operate with a license plate.
