Transferring Motorcycle Titles in Pennsylvania
You can complete the title transfer and change ownership whether you’re buying or selling the motorcycle.Fill in Section A at the back of the motorcycle’s title to change the vehicle’s ownership in Pennsylvania (PA). Include the name and mailing address of the buyer and seller in Section A. Both the buyer and the seller must sign the back of the title.
In Section D at the back of the title, fill in the lienholder’s name and address if the motorcycle is being financed. Also fill in the lien holder’s Financial Institution Number (FIN) in the space provided on the back of the title. After you get Sections A and D on the back of the title notarized, visit the nearest Pennsylvania Department of Transportation (PennDOT) office to register the motorcycle in your name if you are the buyer.
If you sold the motorcycle (and do not want to transfer the plate to another vehicle), mail the motorcycle’s license plate to:

Transferring an Out-of-State Title
If you are a resident of PA and you buy one or more motorcycles outside the state, complete Sections A and D on the back of the titles with the seller. Print the number of miles that are on the motorcycle’s odometer on the titles. Contact a notary public to notarize Sections A and D, including your and the seller’s signatures.
