Obtaining an Auto Dealers License in Illinois

In order become a commercial car dealer in the state of Illinois, you must apply for a dealers license. In order to apply for a dealers license, submit the following materials to the Customer Services/Dealer Licensing Section of the IL Secretary of State:

  • A completed Dealer License Application form.
  • Proof of a $20,000 bond or certificate of deposit.
  • Proof of insurance, to include $100,000 personal injury coverage, $50,000 property damage coverage, and at least $300,000 worth of coverage per accident.
  • Proof that your dealership meets all zoning requirements.
  • Application fees.

Additional Submissions


In addition, dealers of new cars must submit a copy of their manufacturer’s franchise agreement. Dealers of used cars will not have a franchise agreement. Corporations must submit of proof of good standing with IL Secretary of State. If the dealer lot is leased, submit a copy of the lease with your application.

Application Fees


The fees for a car dealers license are substantial. In addition to the $1,000 annual fee, the following fees are required for Illinois auto sales:

  • $100 supplemental certificate fee for new car sales.
  • $50 supplemental certificate fee for used car sales.
  • $45 master plates fee (annual).
  • $13 fee for the first duplicate plate, and $78 for additional duplicates.
  • $3 fee for additional ID cards.

Mandatory Background Check


In the past, the fee for the background check was included in the application fee and conducted by the state. Currently, applicants are responsible for conducting their own background check, via one of the following approved companies:
