The Pennsylvania Department of Transportation (PennDOT) creates, updates, and distributes the Pennsylvania (PA) car dealer handbook, also known as the “Requirements on Becoming a Dealer” manual.

Rules and regulations included in the PA car dealers handbook apply to dealers of new cars and used cars. Prior to conducting auto sales in PA, auto dealers must meet the requirements that are set forth in the handbook.
