If you're at least 18 years old, the answer to your question is "no," meaning, you can apply for your Connecticut drivers license without first having a drivers permit.

If you're 16 or 17, the answer to your question is "yes." That means you'll have to go through the learners permit process and obtain your driving permit.

Of course, in order to do this, you'll have to pass a written test of 25 questions, as well as a vision test. The knowledge test requires a passing score of at least 80% (or 20 questions answered correctly).
