The only way to answer that question is to ask another question: How old are you?If you're at least 18 years old, the answer to your question is "no," meaning, you can apply for your Connecticut drivers license without first having a drivers permit.
If you're 16 or 17, the answer to your question is "yes." That means you'll have to go through the learners permit process and obtain your driving permit.
Of course, in order to do this, you'll have to pass a written test of 25 questions, as well as a vision test. The knowledge test requires a passing score of at least 80% (or 20 questions answered correctly).
To prepare for the test, grab a copy of the CT drivers manual (available on the CT DMV website) and study it, and then consider following that up with a practice permit test. These tests are available through third-party providers, and can give you the edge you need to pass the official drivers test on your first attempt.
