You need a Delaware learners permit if you've never held a drivers license, no matter how old you are. If you have a valid license from another state, you can skip the driving permit phase.

If you're 16 or 17, you must complete a certified Delaware drivers ed class before applying for your permit.

If you're older than that, you just need to pass a written test and a vision test to gain your permit. You can learn how to operate a vehicle with the permit. But, you must do so within 60 days of being issued the permit. After that, it expires. You can renew it one time for another 60-day period.

By the way, you must wait at least 10 days after being issued the permit to try for your drivers license.
