How do I apply for a HI learners permit?
Learners Permit for Minors
Hawaii has a Graduated Drivers License (GDL) program. If you’re younger than 18 and at least 15 1/2 you must visit your drivers license location and:- Get a Parental Consent form, which both parents must sign.
- Show your birth certificate and Social Security card.
- Take the eye test.
- Get fingerprinted.
- Pay the $5 permit fee and the $2 test fee.
- Take the written test.
Then you’ll be issued a drivers permit. Practice with this and you’ll be ready to take the road test. Keep in mind:
- You must practice for 180 days before trying the driving test.
- You must take driver’s ed and show a certificate that you passed when you go in for the road test.
- The driving test (road test) costs $8.
- You’ll get a provisional license. Once you’ve held this for six months and you are 17, you can apply for a regular license at a cost of $12.
Learners Permit 18 and Older (or Foreign Nationals)
If you’re older than age 18 and have never had a license before, or you have a drivers license from another country, you must get a learners permit first.You must come into a drivers license office and:
- Complete the Type 3 Permit application.
- Show photo ID, your birth certificate, and Social Security card. Foreign nationals must also show a passport with a I-94 card attached. (If you are not eligible for a Social Security number, the Social Security Administration must fax verification of this fact to the drivers license office.)
- Take the vision test.
- Provide fingerprints.
- Pass the written test.
Just Need a New Drivers License?
If you have a valid drivers license from another state and you’re older than 18, you don’t need a permit. You must:- Take the written test and vision test.
- Let the DMV fingerprint you.
- Show two documents that prove your birth date and name.
- Be prepared to take the road test. The road test will be waived at the DMV’s discretion.

- Four-Year License: $12
