Maryland Learners Permit Requirements

Any Maryland resident who is at least 15 years and nine months old is eligible for a MD driving permit, the first step in the state's Rookie Driver Program. To apply, visit any MVA office with:

  • Proof of age.
  • Proof of identity.
  • Proof of lawful presence.
  • Proof of Maryland residency.
  • Your Social Security card or proof of ineligibility.
  • A completed MD permit application. If you’re younger than 18, it must be signed by a parent or guardian.
  • A Learner's Permit School Attendance Certification (Form DL-300), if you’re younger than 16.
  • Payment to cover $50 drivers permit fee.
As part of the application process you'll also need to pass a vision test and written test.

To pass the written test you'll need to study the state's drivers manual. Every question on the exam will be based on information addressed in the manual, including road sign identification, passing techniques, and speed limits. You can grab a hardcopy from most MVA offices, or by downloading from the MVA website.  

After studying the handbook you'll next want to take at least one practice permit test. These online exams feature questions similar to those found on the actual test, allowing you to accurately gauge your test-readiness.  

NOTE: Driver education is only required for provisional drivers license applicants.
