As part of the state's Rookie Driver Program, the MVA imposes driving restrictions on each level of its Graduated Licensing System. Restrictions are based on teen driving studies and statistics with the intent of promoting safe driving habits.
MD Learners Permit Restrictions
While holding a drivers permit you can only drive while accompanied by someone who is at least 21 years old and has held a drivers license for a minimum for three years.
No use of wireless communications (this includes a cell phone) while driving, unless to make an emergency 911 call.
You must hold your driving permit for a minimum of nine months, maintain a spotless driving record, and complete a state-approved driver education course before you can upgrade to a provisional driver license.
MD Provisional Driver License Restrictions
You cannot drive between midnight and 5 a.m. unless accompanied by another driver who is at least 21 years old and has been licensed for a minimum of three years.
Drivers younger 18, during the first five months (151 days) of owning a provisional drivers license, cannot drive with any passengers younger than 18 unless accompanied by a supervising adult or the passengers are immediate family members.
Your license may be suspended or revoked if convicted of any moving violations during your probationary phase. In addition, you may be ordered to enroll in a driver improvement program.
