MN Learners Permit Restrictions

If you are a teen with a drivers permit, you must abide by these driving restrictions during the time you are practicing: 

  • Always drive with a licensed parent or guardian, a licensed driving instructor, or a licensed driver age 21 or older.
  • Never talk on a cell phone, not even if you have a hands-free headset. It goes without saying that texting is not allowed, either.
  • Make sure all your passengers and you are wearing seatbelts.
  • Do not get any violations while you have your permit, or you may not apply for a drivers license.
  • If you’re over 18 and have a permit, you must drive with a licensed driver over age 21 for at least three months.
Then you may apply for the next step, which is a provisional license.

MN Provisional Drivers License Restrictions

After teens have held a driving permit for six months and are at least 16, they may apply for a provisional driver license once they’ve passed the road test.

The fee you’ll pay to the DVS for the provisional license is $15.

Teens still may not use cell phones while driving.

For the first six months of having the provisional license, teens may not drive between the hours of 12 a.m. and 5 a.m. unless:

  • Accompanied by someone 25 years or older, or a parent/guardian.
  • Going to or coming home from school or work.
Other restrictions for the first six months:

  • Passengers must be older than 20. You may have only one passenger younger than 20, unless your parent/guardian is with you, or you’re ferrying younger immediate family members, such as younger siblings.
During the second six months:

  • You may only have three passengers younger than 20, unless your parent/guardian is in the car also.

MN Full Drivers License Requirements

To get an unrestricted license, you either have to turn 18 or be younger than 18 and:

  • Have held the Minnesota provisional license for at least one year (12 months) with no traffic citations for crashes or DUI. You’re allowed one moving violation.
  • Have driven for 30 hours with a parent/guardian; 10 of these hours must be during darkness.
