Not necessarily. If you're 18 or older, you don't need to get a learners permit in order to obtain your Missouri drivers license.

However, you will still must pass the written and sign tests, along the vision and road tests. To pass the written and sign tests, it's recommended you study the Missouri drivers manual (available through the MO DOR site). This publication contains the information required to pass the tests.
