Applying for an Ohio Learners Permit

You'll first need to study the Digest of Ohio Motor Vehicle Laws - also known as the drivers license manual or handbook - so you can pass the test for your learners permit. You can find the publication at Deputy Registrar offices, or online at the BMV site.

It's a good idea to reinforce this information by taking a practice permit test. Doing so can give you an edge on testing day, and make it easier for you to recall the answers.

Once you feel you're ready, do the following.

Bring with you supporting documentation to prove your:

  1. Full legal name
  2. Date of birth
  3. Social Security number (if you've been issued one)
  4. Residency
  5. Legal presence
You don't necessarily need five documents to accomplish this; you simply need to address each requirement. A single document, such as an Ohio state ID card, will take care of all five requirements.

What to Do


You must pass a vision test and a written test. And, you'll have to answer questions regarding your physical capacity to safely operate a vehicle (depending on your answers, you may need to complete a medical packet before proceeding).

The vision test involves both an acuity and horizontal screening. The written test consists of 20 questions each about traffic signs and motor vehicle regulations. You must correctly answer at least 15 questions in each section to get a passing grade.

If you pass the vision and written tests, you'll need to make another stop - at a deputy registrar's office. That's where you'll pick up your Temporary Instruction Permit Identification Card (TIPIC), commonly known as a drivers permit. Take all the documents listed in the previous section.

If you're younger than 18, you must bring a parent, legal guardian, or other responsible person willing to assume the state's legal obligations for you. After you complete the drivers permit application, this person must co-sign the form.

After you pay the $22 fee, you'll be issued your OH driving permit.
