Obtaining a Rhode Island Drivers Permit

The state of Rhode Island offers two different learners permits: the limited instruction permit, for drivers younger than 18, and the unlimited driving permit for drivers 18 years of age and older who have allowed their drivers license to expire for more than three years.

In order to obtain a limited instruction learners permit, you must complete the following steps:

  1. Attend the Community College of Rhode Island’s Driver Education Program.
  2. Submit a completed permit application, signed by a parent or legal guardian, to your local DMV office.
  3. Submit your birth certificate, Driver Education Certificate, and Social Security card to your local DMV office.
  4. Pass the written knowledge exam.
  5. Pay the $11.50 driving permit fee.

Applying for an Unlimited Instruction Permit

In order to apply for an unlimited instruction permit, you must be at least 18 years of age, and submit proof or Rhode Island residency, in addition to the documents listed above. Acceptable proofs of residency include:

  • Valid RI voter registration card.
  • Utility bill.
  • Personal check with your printed name and street address.
  • Payroll check with your printed name and street address.
  • Welfare check or food stamp card with your name and address.
  • Property tax bill.
  • Home owners or renters insurance policy.
NOTE: Drivers older than 18 are not required to attend the Driver Education Program.

Preparation and Practice Permit Tests


The Rhode Island DMV does not currently offer a practice permit test. Practice permit tests are available online through numerous independent websites, but permit applicants are encouraged to obtain and study the Rhode Island Driver’s Manual, before taking the written knowledge test.
