Teen Driver License Restrictions in Rhode Island

According to the Rhode Island graduated licensing system, there are certain driving restrictions teen drivers younger than 18 must follow.

Specifically:

  • Teens must hold a learners permit for at least six months before applying for a Rhode Island provisional drivers license.
  • Teens driving with a driving permit must be accompanied by a licensed driver of 21 years of age or older, sitting beside them in the vehicle’s front passenger seat, and he licensed driver must have had valid license for at least five years, and must carry the license at all times.
  • The permit driver must carry the permit at all times.

Obtaining a Provisional License

Your provisional drivers permit is valid for one year, or until your 18th birthday; however, you can apply for a provisional license after six months and 50 hours of practice drive time.

In order to obtain a provisional license, you must pass a road test at one of the following DMV locations:

Road tests are available by appointment only, on Tuesday and Thursday of each week. Before taking the road test, you must submit proof of vehicle registration and auto insurance. If the vehicle does not belong you, and if the vehicle owner is not present, you must also submit a notarized document granting permission to operate the vehicle for testing purposes.

Restrictions of a Provisional License

While driving with a provisional license, you must adhere to the following restrictions:

  • You cannot drive between the hours of 1 a.m. and 5 a.m. unless it is for employment or volunteer purposes (such as fire, rescue, or emergency medical services), or if you are accompanied by a licensed driver of 21 years of age or older.
  • You cannot drive with more than one passenger under the age of 21, unless it is a member of your immediate family.
These restrictions pertain to provisional licenses only. After you have held your provisional license for one year, you can apply for Rhode Island full operator license.
