Not necessarily. For instance, if you're at least 18 years old, you've already graduated from high school, or you have a current drivers license from another state, you won't need to get a Tennessee driving permit before applying.

Depending on your situation, though, you may have to pass a vision, knowledge, and road test to get your Tennessee license; for example, if you're a Tennessee resident who's never been issued a drivers license, or you're new to the Volunteer State and your out-of-state license expired more than six months ago.

Should you need to take a written permit test, be sure to prepare by studying the TN driver handbook (available through the state's Department of Safety site).
