Vermont Drivers Permit and Drivers License

All VT drivers license applicants younger than 18 must own a learners permit. Drivers 18 and older don't need to hold a driving permit per se, but they must pass permit testing – a written test and vision test.

Preparing for the Permit Test

Study the state's drivers manual. All questions on the test are based on information addressed in the manual, including road sign identification, space management, and turning in intersections. You can grab a copy from any DMV office, or by downloading from the DMV website.  

Next, take at least one online practice permit test. All questions mirror those on the actual permit exam in both style and content. When you're test-confident call Central Scheduling (802) 828-2085 to make a test appointment. Walk-ins are accepted, but only if there's an opening in the test schedule.

How to Apply for a Drivers Permit

When you arrive at the DMV have the following:

  • Proof of Vermont residency.
  • Proof of identity.
  • Proof of date and place of birth.
  • A completed application. It must be signed by a parent or guardian if you're 15, 16, or 17 years old. Application can be downloaded from the DMV website.
  • Payment for the $17 learner permit fee and the $28 written test fee.
