Replacing a driving permit is easy, and you really don't need to renew a drivers permit.

Replace VA Learners Permit

To get a duplicate permit, go to a DMV customer service center. Bring two acceptable documents to prove your identity (only one needed if you're 18 or younger). Also bring one proof of your legal presence, unless you've done this when applying for your permit and the document is still valid.

Then, complete a drivers license application, and pay the $10 duplicate permit fee.

You don't have to pass a permit test to replace your permit, so there's no need to study or take a practice permit test - unless you enjoy doing so.

Renew VA Learners Permit

As mentioned above, you don’t really need to renew your permit.

If you're younger than 18 when you're issued your permit, it won't expire until you turn 20. And, after being issued your permit, you just need to keep it for nine months and complete a state-approved drivers education program to get your drivers license.

If you're older than 18, your permit won't expire for three to eight years - depending on your age at the time of issuance - and you only need to have your learner permit for 30 days before applying for your license.
