First-Time Drivers License
If you’re 18 or older and have never driven before, then you must get a learners permit before you can get a regular DE driver license.To get a permit, you must go to a Delaware DMV office and:
- Fill out an application.
- Bring two forms of ID. One should identify you, like a birth certificate or passport; the other must be a Social Security card.
- Pass a vision test.
- Pass the written exam (see below).
- Pay the $25 fee. This covers the permit and the driver license, plus the tests.
Drivers License Transfer
New Delaware residents are required to get a DE driver license within 60 days.Where to Go
All new residents must go to one of these DMV offices:
- Dover
- New Castle
- Georgetown
What to Do
- Turn in your old license.
- Fill out an application.
- Show your Social Security card and two forms of residency proof, like your voter registration receipt and electric bill.
- Pass the vision test.
- Be prepared to take the written license test and driving test if your old driver license is expired.
- Show a copy of your driving record from your old state if your old license has expired.
Drivers from Other Countries
Like new residents, you must apply for a DE driver license within 60 days. However, you’re allowed to keep your foreign license, too.Everyone from countries other than Germany or France must take both the written and driving tests. France and Germany have reciprocity with Delaware.

What to Do
You must provide a legal document, such as a refugee travel document or INS document, certifying your legal presence and identity.
Passing the Written License Test
The Driver Manual is available as an online download. It’s over 100 pages of information that you are responsible for knowing.To help you study, consider taking a practice test. Look for one featuring at least 50 questions taken from the manual. These tests are now widely available from online drivers ed websites for a small fee.
