Teen drivers can begin driving at 14 with an instruction permit, the first required step toward obtaining an IA driver license.

Apply for a Learners Permit

To apply, visit any DOT office with:

  • A completed Parents' Written Consent to Issue Privilege to Drive or Affidavit to Obtain a Duplicate License (Form 430030). This must either be signed by a parent or guardian in the presence of a DOT agent, or completed at home, prior to arriving, and signed before a notary public.
  • A government-issued, certified birth certificate.
  • Proof of Iowa residency.
  • Proof of your Social Security number.
  • Cash or a check to pay $6 learners permit fee.
While applying, you'll also be required to pass the state's vision and knowledge tests.

To prepare for the knowledge test, you'll need to study Iowa's drivers manual, your prime study source. Every question on the test is directly based on information found in the manual. There are no trick questions. You can obtain a manual from any DOT office, or by conveniently downloading from the DOT website.

After studying the manual, you'll next want to take at least one permit practice test. These can be found online and feature multiple-choice questions similar to those on the actual exam, allowing you to accurately gauge strengths and weaknesses.

If you pass both tests you'll be issued a drivers permit, valid for four years.

Learners Permit Requirements


While holding an instruction permit (and before you can get your intermediate drivers license), you must:

  • Hold it for a minimum of six months.
  • Complete a drivers education course. To receive credit, the drivers ed class must be state-approved.
  • Complete 20 hours of supervised driving, with at least two hours completed at night.
  • Drive accident- and violation-free for six consecutive months, prior to applying for an intermediate license.

Apply for an Intermediate Drivers License

To apply, you must be at least 16 years old and meet all conditions described above.

When you arrive for your license test, be sure to:

  • Have your driving permit.
  • Be accompanied by another licensed driver.
  • Have a working vehicle with proof of registration and insurance.
If you pass the driving test, you'll receive an intermediate drivers license. You must hold this for a minimum of 12 months before becoming eligible for a full driver license.
