Teens, Drivers Ed, and the Missouri Drivers License

All teen drivers must follow Missouri's Graduated Driver License Program. Under this system, you're eligible to start driving at 15, provided you possess an instruction permit.

Apply for the Learners Permit

Before applying, you'll need to prepare for the written and road sign tests by studying the state's drivers manual. You can grab a copy from any MO DOR office, or by downloading from the DOR website.

Next, you'll want to take at least one permit practice test. These can be found online and feature questions similar to those found on the actual tests, allowing you to accurately gauge if you're test-prepared.

When you're ready for the exams, visit any DOR office with:

  • Proof identity and age.  
  • Proof of Missouri residency.
  • Proof of lawful presence.
  • Your Social Security number.
  • A parent or guardian to sign a permission statement.
  • Payment to cover $3.50 instruction permit fee.
Pass all three tests (vision, written, road sign) and you'll receive a drivers permit, valid for one year. Before upgrading to an intermediate license, you must hold the permit for a minimum of six months and complete 40 hours of driver training. This can be through a parent, stepparent, legal guardian, or drivers education school.  

Apply for the Intermediate Drivers License

You must be at least 16 years old to apply. To qualify, you'll need to pass a driving test with the Missouri State Highway Patrol (MSHP). No appointment is needed.

When you arrive at the test site, have with you:

  • Proof of identity and age.
  • Your permit.
  • Another licensed driver.
  • A working vehicle that's legally registered and displays a valid inspection sticker.
If you pass the license test you'll be issued an intermediate license ($7.50), valid for two years. At 18 you'll become eligible for a full driver license, provided, before applying, you did not receive any traffic or drinking-related convictions over the last 12 months.
