Virginia Driver License Requirements for Teens

As a teen driver, you must first hold a learners permit before applying for a VA drivers license.

Apply for a Virginia Learners Permit

You must be 15 years and six months old to apply. When you arrive at your local DMV location, you'll need to provide:

  • Two proofs of identity.  
  • One proof of legal presence.
  • One proof of Virginia residency.
  • Proof of your Social Security number.
  • A completed Driver's License and Identification Card Application (Form DL 1P). This can be downloaded from the DMV website, allowing you to complete before arriving. Make sure a parent or guardian signs the application.
  • Payment for the $3 drivers permit fee.
When applying, you'll also need to pass a vision screening and a two-part knowledge test. Before applying, prepare for the knowledge test by studying the state's drivers manual. You can obtain a copy from any DMV office, or by downloading from the DMV website.

After studying the manual, gauge your test-readiness by taking at least one online permit practice test.

The first part of the knowledge test consists of 10 road sign questions. You must answer all correctly before you'll be allowed to advance to the second part of the exam, which consists of 25 general knowledge questions.

If you pass the tests, your permit will be mailed to you. You must hold the permit for a minimum of nine months before applying for a drivers license. During the timeframe you must:

  1. Complete a drivers education class that's state approved. The DMV will not accept a driver training completion certificate from a program not sanctioned by the state. Before enrolling in any drivers ed course, double-check with the DMV that it meets approval.  
  2. Complete 45 hours of supervised driving, with 15 of the hours at night. A driving log, confirming the hours, must be completed by your parent or guardian.

Apply for a VA Drivers License

To upgrade to a drivers license, visit your local DMV with:

  • Two proofs of identity.  
  • One proof of legal presence.
  • One proof of Virginia residency.
  • Proof of your Social Security number.
  • Your drivers education completion certificate. It must be signed by a parent or guardian to confirm approval of being issued a license.
After you pass the driving test and meet all driver license requirements, your license will be sent to the judge of your local juvenile domestic relations court. The court will then notify you by mail where you and your parent or guardian must appear to collect your driver license.
