Arkansas doesn't impose any sort of emissions testing on its residents. Compared to some other states, Arkansas doesn't have as much of an air pollution problem, and features lower levels of smog and other harmful pollutants.
So, you can breathe easy (pun intended) and not worry about a smog check before or after your car registration. And, you don't have to deal with a safety inspection, either, with your vehicle registration.
But, just be sure to keep your vehicle registration current by renewing it on time every year by one of the four renewal options: online, in person, mail, or phone.
