Pass Emissions Testing to Register Car in Delaware

A smog check is mandatory for most vehicles being registered in Delaware for the first time and before every other registration renewal. Newer vehicles, five model years or fewer, are exempt from this emissions requirement.

DE Emissions Testing Procedures

There are four smog inspection sites: Dover, Georgetown, New Castle, and Wilmington. All emissions tests, administered by the Delaware DMV, are free. Your vehicle, during the exam, will be analyzed for proper tailpipe emissions and tested for fuel system leaks.  

If you pass, a test technician will provide you with a Vehicle Inspection Report (VIR). You'll need to present this, as proof of passing, during the vehicle registration application process.

If you fail, you'll need to have the car repaired. When arriving at an auto shop, be sure to hand the mechanic your VIR so as to eliminate any possible confusion over what needs to be repaired. After having the problem fixed, you'll then need to retest.

Should your current DMV registration expire while pursuing needed repairs, as dictated in your VIR, you may be eligible to apply for a 30-day temporary tag. Otherwise, if you renew after your current vehicle registration expires, you will be charged a $10 late penalty, on top of the regular $40 registration fee.  

So as to eliminate expiring car registration concerns, you can test up to 90 days in advance.
