As of 2005, the state of Kentucky does require an emissions inspection registration renewal. Emissions testing is required only for initial vehicle registration, or for vehicles that have not previously been registered in Kentucky state.

Register Car Fees
The fee to register your vehicle depends on the vehicle’s make and model, and the County you reside in. Contact your County Clerk’s office ahead of time to inquire about the fee for your particular vehicle.
Required Documents
In addition to proof of an emissions inspection, the following documents are required for initial registration in Kentucky State:
- Proof of vehicle insurance.
- Notarized vehicle title, signed over to you from the previous owner.
- Completed Application for Kentucky Title/Registration.
All documents must be presented in person at the MVL division of your County Clerk’s office. A complete list of MVL locations is available on the MVL website.
