Well, the vehicle registration process differs a bit according to whether you bought your car from a dealer or a private seller.

But, here's what to do for either situation.

How to Apply for a ME Car Registration

  1. Go to your town clerk's office and pay the excise tax.
  2. Dealer purchases only: Bring the green dealer's certificate, blue title application (if the car is no more than 15 years old), acceptable proof of insurance, and white and yellow copy of the registration application.
  3. Private sale purchases only: Bring the bill of sale, properly assigned title (if the car is no more than 15 years old), acceptable proof of insurance, and white and yellow copy of the registration application.
  4. Pay the applicable registration fees.
  5. Pay the $33 title fee (private sale purchases only).
  6. Pay the 5% Maine sales tax (private sale purchases only).
You can usually complete all the steps at the town clerk's office. However, some offices can't handle the full car registration process. In those cases, complete step one (pay the excise tax) at the town clerk's office, then do all the other required steps at a BMV branch office (be sure to take your excise tax receipt).

Only cars registered in Cumberland County need to endure a smog or emissions inspection. And, this happens as part of the registration renewal procedure, not with a car registration.
