Minnesota's car registration and registration renewal requirements are easy when compared to most other states. You do not need proof of passing a car safety inspection. There is no law on the books mandating annual safety checks. Maintaining a safe vehicle is your responsibility.When it comes to applying for a vehicle registration certificate the DVS only requires:
- Proof of ownership.
- A completed Application for Title/Register a Vehicle. This can be downloaded from the DVS's website.
- Payment for registration fees, which depending on your situation, may include a wheelage tax, a registration tax and sales tax. Call your local DVS office for help in determining your exact registration fee.
Emissions Testing for Smog
A smog check is not required for registration, nor for registration renewal. Minnesota's state legislatures dropped emissions requirements in 1999.
