If you buy a totaled vehicle classified as salvage, you must apply for a salvage title with the DVS. The DVS, however, will not issue a salvage title if you register and title at the same time. You'll instead be handed information on how to clear the vehicle's salvage status, including how to arrange for an inspection.

How to Clear Salvage Status and Obtain MN Title

Before applying with the DVS, the vehicle will first need to pass an inspection with a DVS Inspection Specialist. Inspections are purely for fraud and theft purposes. For help in finding an inspection site near you, call (651) 284-1234; an appointment is encouraged.  

At the inspection, you'll need to provide:

  • The salvage title. Or, if you applied for a title prior to the inspection, bring photocopies, supplied by the DVS, of the title and documents you surrendered during the application process.  
  • A completed Affidavit of Reconstruction (form PS 2015).
  • Original letterhead receipts documenting major parts replaced. 
After the inspection, visit the DVS with:

  • The inspection report (this will be given to you at the inspection site, following the inspection). 
  • A completed Affidavit of Reconstruction (form PS 2015).
  • The car's title (if you did not already surrender it when you initially applied).
  • Original receipts for parts. 
  • Payment for $35 salvage inspection fee and $8.50 filing fee. 

The DVS will then either issue a clear title, or one branded "prior salvage." 

NOTE: No bill of sale is required.

Vehicle History Report (VHR)

When eyeing a used car, be sure, before buying, to check its vehicle history. You can easily access this information by ordering a vehicle history report. A VHR will will reveal if it's a rebuilt car, list number of owners, provide complete service records and more. This will level the playing field, as it were, allowing you to accurately assess if the asking price is fair.
