In the state of Oregon, you can obtain first-time vehicle registration by submitting the following a local DMV branch:- Vehicle title, if you are relocating from another state.
- Completed Application for Title and Registration.
- VIN inspection certificate.
- Emissions certificate, if you live in the Portland or Medford areas.
- Bill of sale, if you’ve recently purchased the vehicle.
- Completed Lien Release form, in the case of a lien removal.
- Odometer reading, for vehicles 10 years old or newer.
- $172 register car fee. (The registration is good for four years.)
Emissions Testing Requirements
An emissions and smog check is required for drivers in the Portland and Medford areas, to include all communities in the Rouge Valley. Smog checks are administered by the Department of Environmental Quality (DEQ). Consult the DEQ website for a testing location near you.OR DMV Locations
