In the state of Oregon, you can obtain first-time vehicle registration by submitting the following a local DMV branch:

  • Vehicle title, if you are relocating from another state.
  • Completed Application for Title and Registration.
  • VIN inspection certificate.
  • Emissions certificate, if you live in the Portland or Medford areas.
  • Bill of sale, if you’ve recently purchased the vehicle.
  • Completed Lien Release form, in the case of a lien removal.
  • Odometer reading, for vehicles 10 years old or newer.
