As with most states, the vehicle registration and titling processes in Rhode Island are closely linked.

If you bought your car from a dealer located in the state, the dealer should handle these matters for you; if you need to register your car on your own, though, here's how to proceed.

RI Car Registration Process

Begin by securing the properly assigned title from the seller, or the Manufacturer's Statement of Origin (new vehicles).

Then, complete a notarized Application for Registration Title and Certificate (TR1), available for download through the DMV site. You can have the form notarized at a DMV office, as long as you have acceptable identification, such as your driver's license.

Bring these documents, along with a bill of sale, to a DMV branch office for processing. If the car you bought is at least 10 years old and doesn't have a title, you can substitute a copy of the previous owner's car registration. Or, you can get the previous registration for a $11.50 fee through the DMV (for cars registered in the state).

You can receive your registration and stickers at the office, but you'll have to wait about a month to receive your title in the mail.

Car Registration for Out-of-State Vehicles

Cars fewer than 10 years old from another state must go through a vehicle identification number (VIN) inspection at a Rhode Island police department before the car can be registered. So, keep this in mind if you're relocating from New Hampshire, or you bought a car from outside the state.

RI Vehicle Registration Fees

It costs $51.50 to register and title your car. Of course, you must also pay a 7% sales tax based on the selling price or the car's NADA blue book value, whichever is higher.

RI Smog Check/Emissions Testing

Most cars that have reached at least 24,000 miles or are at least 24 months old must pass a safety and emissions/smog inspection every two years to keep their registration valid. These tests cost $39 and can be completed at a number of state-certified inspection locations.
