In Virginia (VA) the Department of Motor Vehicles (DMV) processes transfers on titles.

Virginia Motor Vehicle Title Transfers

To transfer a car title in VA, you need:

  • A bill of sale or purchase receipt (serves as a record of the buy car and sell car transaction).
  • Documents that prove you are a VA resident (i.e. payroll check stub, current bank statement).
  • Vehicle registration and title.
Buyers and sellers of used cars are required to complete portions of the title to finalize the transfer. To complete the title transfer:

  1. Record the motor vehicle’s odometer reading in the assignment section of the title (complete Form VSA 5) if the title does not have an assignment section.
  2. Buyer and seller write their first and last names and street mailing addresses on the title.
  3. Both the buyer and seller must sign the title to record the transfer (notarize the signatures).
  4. Use a credit card, debit card, money order, or check to pay the $10 titling fee.
  5. Complete Form VSA 66 if there is a lien on the auto that is also being transferred (it cost $6 to transfer the lien on an auto in VA).
