Car registration is required for all vehicles operating in Washington. Registration applications are processed and governed by the Department of Licensing (DOL). After purchasing a new car you must register the vehicle within 15 days of the purchase date or face a registration late fee. New residents, after relocating to Washington, have 30 days to apply for vehicle registration with the DOL.

To apply, provide the DOL with:

  • Proof of car insurance.  
  • A properly assigned car title. 
  • Proper identification. 
  • A bill of sale.
  • Proof of passing an emissions inspection, if applicable.
  • A completed Vehicle Certificate of Ownership Application. This can be downloaded from the DOL's website. It must be signed in the presence of a DOL agent. Or, if you submit by mail, the application must be notarized.   
  • Payment for car registration fee, which varies by vehicle weight and type, sub-agent fees and taxes. 

Emissions Testing for Smog

Parts of the following counties require passing a smog check: Clark, King, Pierce, Snohomish and Spokane. Vehicles less than five model years old and those more than 25 model years old are exempt. Tests are required every other year.
