For clarity, the Washington DOL defines a salvage vehicle as a car that has been damaged to the point that it's a complete loss, and it's been determined by the owner, a representative for the owner, or an insurance company that it would not make economical sense to repair.  

After declaring the vehicle as salvage, you must surrender the car's title to the WA DOL within 15 days of the destruction date. When doing so, you must supply the DOL with:

  • The vehicle identification number (VIN).
  • The car's license plate number.
  • Your name and address.
  • The name and address of the legal owner, if applicable.
  • Name and address of the insurance company that declared the vehicle as salvage, if applicable.
  • A statement indicating whether or not the market value threshold amount was met.
  • The car's salvage title with the word "DESTROYED" printed across it.
Note: The vehicle will meet the threshold value if:

  • The car is between six and 20 years old.
  • It is a passenger vehicle, an SUV, or a light-duty truck and had a retail value of $6,790 or more prior to being destroyed, damaged, wrecked, or declared an absolute loss.
After declaring the vehicle as a total loss, you then have four options:

  1. Use the vehicle for parts.
  2. Retain and repair the vehicle.
  3. Retain and don't repair the vehicle.
  4. Sell the vehicle.

New Title for Rebuilt Auto

If you opt to rebuild and retitle the salvage vehicle, the car will first need to pass a VIN Inspection, conducted by the Washington State Patrol (WSP).

When you arrive for the inspection (appointment required) you'll need to provide:

  • Proper documentation for all major component parts used in the rebuilding of the vehicle. This will include receipts or notarized bill of sales. Be aware that receipts for parts purchased over the Internet will NOT be accepted.
  • Proper identification, current vehicle registration (or temporary transit permit), the title or notarized bill of sale, and/or a copy of the title sent to the insurance company. 
  • A letter from the DOL explaining the reason behind the inspection. 
After the inspection, you will then be cleared to register and retitle the vehicle with the DOL. The $65 VIN inspection fee ($70 if it requires a VIN assignment) will be charged during registration.
