The DC DMV eliminated mandatory safety inspections on October 1, 2009 for all passenger vehicles. Safety inspections are, however, still mandatory for commercial vehicles, limos, and taxis.

Emissions Testing for Smog to Register Car in District of Columbia

Even though safety inspections are no longer mandatory for passenger vehicles, an emissions inspection is still a requirement for vehicle registration. The only exceptions to this rule are new vehicles with a valid Manufacturer's Certificate of Origin (MCO) and cars built prior to 1968. Your vehicle must pass a smog check every two years.

Inspections are generally performed on a first-come-first-serve basis. Appointments are only allowed via the DMV's online Inspection Appointment Scheduling System. Though not required, you should, when arriving at the inspection site, have either your car registration renewal notice or vehicle registration certificate. Inspection fees ($10 or $35) will be added to your registration fees.  

Pass the inspection and you'll be allowed to complete the car registration. Fail and you'll need to get your vehicle repaired and retested. If your current registration is set to expire during repairs, you'll need to apply with the DMV for a temporary Washington DC permit.
