Do my parents have to be there when I apply for a learners permit?
Not necessarily. But, you'll likely need a guardian or at least a licensed driver over the age of 18 with you.
It all depends on your state's policy regarding the issue of driver's permits. Most states either require a parental signature on the learners permit application or the presence of a parent at the time of the application - or both. But, some states are more flexible about who accompanies you when you go for your permit.
Contact your local driver's license branch - or visit your state's DMV site - to learn the requirements for this situation. But, be sure to find out before you make the trip to your branch, because otherwise you could end up wasting your time.
