Yes, you should be able to obtain a free driver's manual. Most states make permit books available through local drivers license branches. And, many now allow you to view and download the driver's permit books online.

If you can't obtain a permit book through either method, you can call your state's main driver's license agency and asked to have one sent to you. Some states will charge for the book, or maybe just for the postage. Also, you may be able to get a permit book from a third-party provider, but chances are you'll have to pay for it.

Regardless of how you obtain it, be sure to study the learners permit book thoroughly before attempting to take your written test. Doing so greatly enhances your ability to pass the test on the first attempt.
