No. In many states, such as New Jersey, everyone under the age of 21 seeking a drivers license must go through the graduated license program if they've never been licensed in any state. And, in some states, you may have to go through a graduated license program no matter how old you are if you've never held a drivers license.

While Florida was the first state to implement a graduated license system, now all but a few states utilize this system. So, if you're a teenager - especially if you're younger than 18 - chances are you'll need to go through some sort of approved drivers education program before being able to apply for a drivers license.
